COMMISSION STAFF
COMES NOW the Staff of the Idaho Public Utilities Commission, by and through its
Attorney of record, Weldon B. Stutzman, Deputy Attorney General, and in response to the
Notice of Application and Notice of Modified Procedure issued in Order No. 29203 on
March 10, 2003, submits the following comments.
On October 7 2002, Computer Intelligence2 Inc. (CI , Inc.) filed an Application for a
Certificate of Public Convenience and Necessity to provide basic local exchange service within
the State ofIdaho. CI2 Inc. proposes to initially provide service via an existing contract to the
United States Army Reserve Command in Boise, Idaho Falls, Pocatello, Rexburg, and Twin
Falls. The Company states that contracts with HUD and the u.S. Navy are imminent. The
Company is a minority and woman-owned corporation certified under the Small Business
Administration and incorporated in the State of Georgia. CI2 has a Certificate of Authority

issued by the Idaho Secretary of State. The Company is headquartered in Atlanta, Georgia with
an office in Washington, DC. CI2 Inc. is the parent company ofcf Aviation, CI2 Real Estate
Corporation and Thacker Computer Intelligence2 LLc.
cf is a technology and telecommunications solution provider that specializes in full
service systems, engineering, integration and solutions. It resells local and long distance
services. Its target population is federal, state and local governments, and in the near future the
Company will target business customers, then residential customers. The Company proposes to
resell Qwest services without using its own network facilities or unbundled network elements in
areas currently served by Qwest Corporation.
cf submitted all of the information required by this Commission to process its
Applications, including an illustrative tariff and financial information. CI2 submitted an
unaudited balance sheet as of May 31 , 2002 that shows the company is earning sufficiently to
cover its liabilities. Its primary activity is selling services to the Government and involves very
little risk. The Company s illustrative tariff appears to be in compliance and the Company has
affirmed its intent to comply with Idaho s laws and rules. cf agrees to comply with
Commission Rules and does not require deposits at the present time.
STAFF RECOMMENDATION
Computer Intelligence2 Inc. has complied with Idaho s Laws and Commission Rules
governing issuance of a Certificate of Public Convenience and Necessity. Staff recommends
approval of this Application.
