Necessity to provide Basic Local Exchange Service in the State of Idaho.We are also
filing a tariff reflecting the rates,rules and regulations of CI2,Inc.in the Southern region
of the State.The Company will initiallyprovide service to the United States Army
Reserve Command (USARC)in Idaho.The sites of the USARC are located in Boise,
Idaho Falls,Pocatello,Rexburg,and Twin Falls.

I.CF,Inc.is a dynamic technology and telecommunications solution providerspecializing in full service systems
engineering,integration and solutions.CI2,IRC.ÌS a TCSeller whose goal is to providelocal /interLATA/intrastate
services to end users through resale without using its own network facilities or the unbundled network elements
(UNE),but those of an underlying local exchange carrier.
Company's target population is the Federal,State,and local governments,as CI2,Inc.currently has a Letter of
Authorization to resell the Local Services of Qwest Corporation in the state of Idaho.In the near future,the
Company will target commercial (business)customers,and lastly residential customers.
The marketing/Sales Department in Atlanta,Georgia is primarily focusing on service to the federal,state and
local governments,and will soon be ready to penetrate the business and residential markets.The marketing/Sales
Department has successfully combined sales calls,direct mail,targeted advertising,and tradeshow participation
while doing business with the government and will continue to use these strategies in the future.
The Company is not providing services,nor has it ever provided,services in Idaho.
