The Order directed that persons desiring to intervene notifu the Commission Secretary by letter of their desire to participate. Order No. 29125 at 4. The Notice fuither stated that "once the Commission has received the requests for party stafus, the Commission Secretary will issue a Notice of Parties." Id.
