In Order No.29125 issued October 4, 2002, the Commission established a deadline for
intervening in this matter. The Order directed that persons desiring to intervene notifu the
Commission Secretary by letter of their desire to participate. Order No. 29125 at 4. The Notice
fuither stated that "once the Commission has received the requests for party stafus, the
Commission Secretary will issue a Notice of Parties." Id.
This letter is to advise the Commission that the Staff will participate in this matter as a party.
