On August 12, 2002, iLOKA, Inc. dba Microtech- Tel ("iLOKA"filed an
Application for a Certificate of Public Convenience and Necessity to operate as a competitive
local exchange provider on a facilities-based and resale basis throughout the Idaho service areas
of Verizon, Qwest North and Qwest South. In Order No. 29205 issued March 17, 2003 , the
Commission found that this matter could be processed under Modified Procedure and requested
interested persons file written comments regarding the Application within 21 days of issuance of
the Order. Only the Commission Staff filed comments on the Company s Application. Based
upon review of the Application and Staffs comments, the Commission grants iLOKA'
Application for Certificate of Public Convenience and Necessity ("CPCN"
BACKGROUND
iLOKA is currently incorporated in the State of Delaware with its headquarters in
Denver, Colorado. The Company obtained a Certificate of Authority to transact business as a
foreign corporation from Idaho s Secretary of State on July 19, 2002. Although the Company
does not maintain an office in Idaho, it does have a registered agent in the State. iLOKA's price
list for providing in-state long-distance, toll-free in-bound calling, directory assistance and
calling card service was approved in October 2002. With this Application, iLOKA proposes to
provide flat-rate and measured local exchange service to residential and business customers
private lines, data services and Centrex services. The Company does not propose to collect
advance payments or deposits so no escrow account has been established. The Company has not
yet obtained an interconnection agreement in the State ofIdaho.
iLOKA has been approved to provide telecommunications services in other states
such as Utah, South Dakota and Iowa. The Company states that granting its Application for a

CPCN is in the public interest because iLOKA's entry into the local telecommunications services
market will enhance competition in Idaho.
STAFF RECOMMENDATION
Staff reviewed the Company s Application and believes that it understands and
agrees to comply with the Commission s Rules and requirements. Based on this review, Staff
found the Company s filing satisfied all the requirements of the Commission s Rules and
Procedural Order No. 26665. Therefore, Staff recommended approval of the Application for a
Certificate of Public Convenience and Necessity.
COMMISSION FINDINGS AND DECISION
Based on the Commission s review of the record and Staffs comments, the
Commission finds that iLOKA's Application complies with Procedural Order No. 26665 and the
Commission s Rules to obtain a Certificate of Public Convenience and Necessity. Accordingly,
the Commission approves the Company s Application for a Certificate of Public Convenience
and Necessity to provide local exchange service in the State ofIdaho.
ORDER
IT IS HEREBY ORDERED that iLOKA, Inc. dba Microtech-Tel's Application for a
Certificate of Public Convenience and Necessity to provide local exchange telecommunications
servIces In Idaho is granted.

13 may petition for reconsideration within twenty-one (21) days of the service date of this Order

this Case No. GNR-02-13.Within seven (7) days after any person has petitioned for
reconsideration, any other person may cross-petition for reconsideration. See Idaho Code ~ 61-
626.
