IT IS HEREBY CERTIFIED that this Certificate of Public Convenience and Necessity, Certificate No. 401, is issued to Westcom, LLC dba Digital Easy Chair. This Certificate authorizes Westcom to provide local exchange and interexchange services within Qwest’s southern Idaho service area. The Commission approved Westcom’s Certificate by Order No. 29084 issued July 30, 2002, and authorized Westcom to provide telecommunications services within Qwest’s southern Idaho service area. This Certificate is predicated upon and is issued pursuant to the findings of the Commission in Order No. 29084.
