Z- Tel Communications, Inc. to be known as Trinsic Communications, Inc.
Dear Ms. Jewell:
Please accept this original letter and three (3) copies as official notification that the name of the
company Z-Tel Communications, Inc., will be changed to Trinsic Communications , Inc.
effective January 1 , 2005. Secretary of State documentation is attached reflecting the name
change. This is only a name change and is not a result of merger/acquisition activity nor a
change in control.
Enclosed please find the following tariffs:
Trinsic Communications, Inc. Tariff No. 3 - replaces Z-Tel Communications, Inc. tariff
number 1 for interexchange services.
Trinsic Communications, Inc. Tariff No. 4 - replaces Z-Tel Communications, Inc. tariff
number 2 for local exchange services.
No changes have been made to the tariffs, except to reflect the company s new name, and to
sequentially number the pages. In. addition the company updates the Issued By name in the tariff
footer as the person currently listed is no longer with the company. Lastly, the company modifies
the name of its services from "LineHO11E or Z-LineBUSINESS" to "Trinsic" to reflect the
product names under which the company will sell and bill.
Please acknowledge receipt of this filing by date stamping the ex tra copy of this cover letter and
returning it to me in the self-addressed, stamped envelope provided. Any questions you may

Trinsic/ztel name change filing.
Monique:
In general , this filing looks ok, and I have approved the Local Exchange Services tariff (No.3) for filing. However, before Ifile the Access services tariff (No.4), I wanted to confirm that you/your client wanted it filed. There is no requirement thatthe prices for access services be filed in Idaho. A company may file them , and if filed, they will be expected to abide by theterms and conditions as filed , but neither law or Commission order requires such a filing.
Please check with your client to verify whether they wish to file this price list. - If they don t want to file it, we can simplycancel the existing Z-Tel tariff 2.
If they do wish to file it, the liability section 2.1.4, will need to be revised to include the exculpatory language clause.(2.1.4.J. in the Local Exchange Service tariff).
I also wanted to know if your client wants to change the name on the Certificate, or leave it as it is. Changing the name the certificate should not be a problem, but it takes Commission action, so will take a few weeks to complete.
