To Whom It May Concern:
Essex Communications, Inc. d/b/a elEC Communications ("Essex is licensed by the
Commission to operate as an Interexchange and Competitive local Exchange Carrier in the
State of Idaho. Essex is not operating in the State nor does it intend to do so in the future.
Essex is voluntarily relinquishing its Certificate to Provide Telecommunications services and
requests that the Commission cancel its Certificate and tariffs without prejudice. Since Essex is
not operating in the state, there are no customers to notify of its withdrawal from the
telecommunications market in the state.
Please date stamp the enclosed duplicate of this correspondence and return in the self
addressed stamped envelope enclosed for this purpose.
