Idaho Code §§ 61-1303(b)(1) and 61-1306(1) require the Public Utilities Commission to appoint members to an advisory committee to assist the Administrator of the Telecommunications Relay Services (TRS) Program. The Commission’s TRS Rule 103 establishes a seven-member committee and assigns permanent representation to: U S WEST Communications, GTE Northwest, AT&T Communications, and MCI Telecommunications Corporation. IDAPA 31.46.02.103. Rule 103 also assigned two seats to members of the Idaho Telephone Association (which represents independent local exchange companies) and the remaining one seat to an interexchange carrier that is not a local exchange company.
The Commission appointed the initial members of the TRS Advisory Committee in Order No. 24269 issued in April 1992. Since the Commission’s issuance of Order No. 24269, several of the original appointees have retired or been transferred to other locations. Consequently, the Commission considers it appropriate to reconstitute the committee pursuant to Idaho Code § 61-1303(b)(1) and Rule 103. The Commission hereby appoints the following individuals to the Advisory Committee:

O R D E R
IT IS THEREFORE ORDERED that the aforementioned individuals are appointed as members of the TRS Advisory Committee pursuant to TRS Rule 103 and Idaho Code §§ 61-1303(b)(1) and 61-1306(1). Order No. 24269 is rescinded.
IT IS FURTHER ORDERED that the committee is authorized to discharge those duties and responsibilities outlined in the Telecommunications Relay Services Act (Idaho Code §§ 61-1301 et seq.) and the Commission’s TRS Rules (31.46.02.000 et seq.).
THIS IS A FINAL ORDER. Any person interested in this Order may petition for reconsideration within twenty-one (21) days of the service date of this Order. Within seven (7) days after any person has petitioned for reconsideration, any other person may cross-petition for reconsideration. See Idaho Code § 61-626.
