GNR-T-00-6 COMMENTS OF THE COMMISSION STAFF COMES NOW the Staff of the Idaho Public Utilities Commission, by and through its Attorney of record, Weldon B. Stutzman, Deputy Attorney General, in response to Order No. 28352, the Notice of Application and Notice of Modified Procedure in Case No. GNR-T-00-6 issued on April 25, 2000, submits the following comments. BACKGROUND On February 10, 2000, Universal Access, Inc. filed an Application for a Certificate of Public Convenience and Necessity (CPCN) in compliance with Commission Rules of Procedures, IDAPA 31.01.01.111 and Procedural Order No. 26665. Universal Access is seeking authorization to provide resold local services within the service areas of U S WEST North, U S WEST South, and GTE within the state of Idaho. Specifically, Universal Access, Inc.'s accompanying Application states its intention to provide all forms of intrastate local exchange and interexchange services. Some of these services include local dial tone for both business and residences at flat and measured rates, 1+ and 101XXXX outbound long distance service, calling cards, directory assistance, Centrex, high-speed data services, and some feature services such as call forwarding and caller ID. At present, Universal Access has not obtained an interconnection agreement. Universal Access is a Delaware corporation with headquarters in Chicago, Illinois. Universal Access does not own any subsidiaries or maintain an office in Idaho but does have a registered agent for this state. DISCUSSION Staff has reviewed the Application submitted by Universal Access and believes the Company understands and agrees to comply with the Commissions rules and requirements. STAFF RECOMMENDATION Staff believes the Company's filing satisfies all the requirements of the Commissions Rules and Procedural Order No. 26665. Therefore, Staff recommends approval of the Application for Certificate of Public Convenience and Necessity. Respectfully submitted this day of May, 2000. _____________________________ Weldon B.
