FOR A CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY TO PROVIDE LOCAL EXCHANGE TELECOMMUNICATIONS SERVICES. ) ) ) ) ) ) ) ) CASE NO. GNR-T-00-6 ORDER NO. 28443 On February 10, 2000, Universal Access, Inc. filed an Application for a Certificate of Public Convenience and Necessity to provide local exchange telecommunication services within the state of Idaho. Universal represents that it intends to provide all forms of intrastate local exchange and interexchange services and intends to resell local services provided by U S WEST and GTE in the areas of the state served by those companies. On April 25, 2000, the Commission issued a Notice of Application and Notice of Modified Procedure. During the comment period, written comments were filed only by the Commission Staff. Staff comments state that Universal’s Application satisfies the requirement of the Commission for approval of a Certificate of Public Convenience and Necessity to provide local exchange services within the state of Idaho. Staff therefore recommends approval of the Application of Universal Access, Inc. COMMISSION FINDINGS Based on our review of the record, including the filed written comments and Staff’s recommendation, we find that the Application of Universal Access, Inc., complies with Procedural Order No. 26665 and the Commission’s Rules to obtain a Certificate of Public Convenience and Necessity. O R D E R IT IS HEREBY ORDERED that Universal Access, Inc. is granted a Certificate of Public Convenience and Necessity to provide local telecommunications services within the areas of Idaho currently served by U S WEST and GTE Northwest Incorporated. THIS IS A FINAL ORDER. Any person interested in this Order may petition for reconsideration within twenty-one (21) days of the service date of this Order. Within seven (7) days after any person has petitioned for reconsideration, any other person may cross-petition for reconsideration. See Idaho Code § 61626.
