Dear Ms. Jewell:
America Fiber Network Inc. ("AFN") hereby requests to voluntarly withdraw its certificate of
authority to offer competitive long distance services in the State of Idaho. AFN was authorized
by the Public Utilties Commission of Idao to provide these services in Cas No. GNR-T-00-3.
which was granted by Order No. 28541 on October 12,2000.
AFN is in the process of exiting the industry. On December 17. 2010, AFN completed a
trantion to transfer the majority of its customers in other states to Birch Communications Inc.
AFN no longer plans to provide any services. As a result, AFN must discontinue service to the
remainder of its customers in Idaho. AFN requests that its authorization be cancelled as of
Januar 22, 20 I 1. AFN furher requests that its existing tariff on fie with the Idaho PUC be
cacelled as of Janua 22, 201 1.
AFN currntly provides long distace services to four customers in Idao in addition to limited
payphone services. AFN intends to discontinue all services as of Janua 21, 201 I. Customers
were notified of the discontinuation of service on December 15, 2010 via mail more than 30 days
in advance. A copy of the notice given to customers is attached. AFN did not accept customer
deposits and thus wil not need to provide any customer refunds as a result of its discontinuance
of service. If a customer has paid his monthly bil and service will be discontinued before the
end of the month, the customer will be refuded by check the pro-rated amount for the remainder
of the month. The market for long distance services provided in Idaho is competitive, and the
customers have a range of choices among other service providers.
AFN does not curently owe any outstanding regulatory fees to Idaho.

Dear Customer,
This letter wil serve as formal notice that American Fiber Network, Inc. ("AF") wil
discontiue its provision of all services (local, long distace, payphone, Internet and
voice over Internet Protocol) in Idao on Janua 21, 2011, subject to the approval of the
Idaho Public Utilities Commission.
AF is providing you with notice of our discontiuace of service in order to ensure that
you wil have ample time to make other arangements for replacement service. Please
note that services wil not be trsferred automatically to another carer. In order for you
to maintain uninterrpted service, you must mae arangements with an alternative
service provider well in advance of the termation date. You should begin that process
imediately.
The Federal Communications Commssion (FCC) wil normally authorie this proposed
discontiuance of service unless it is shown that customers would be unable to receive
service or a reasonable substitute from another carer or that the public convenience and
necessity is otherwse adversely affected. If you wish to object, you should file your
comments as soon as possible, but no later than 15 days after the FCC releases public
notice of the proposed discontiuace. Address them to the Federal Communcations
Commssion, Wireline Competition Bureau, Competition Policy Division, Washington,
DC 20554, and include in your comments a reference to the § 63.71 Application of AF.
Comments should include specific informtion about the impact of this proposed
discontinuace upon you or your company, includig any inability to acquie reasonable
substitute service.
