Preston, Gates, Ellis & Rouvelas, Meedes, LLP 1735 New York Avenue, NW, Suite 500 Washington, DC 20006 Re: Protective Agreement and Third Party Disclosure Agreement in Idaho PUC Case Nos. GNR-T-97-22 and GNR-T-00-2 Dear Chris, Pursuant to our telephone conversation today, I have enclosed with this facsimile a signed Protective Agreement and a signed Third-Party Disclosure Agreement in the above-referenced cases. In addition, I have also enclosed signed copies of Exhibit A’s for the Protective Agreement and Appendix B’s for the Third-Party Disclosure Agreement. The original of these signed documents will be delivered via Federal Express. We shall forward the signed documents from Staff’s outside consultant as soon as they are available. The Commission Staff has advised me that it believes that only one copy of GTE’s cost model on CD-ROM needs to be provided. As we discussed on the telephone, you may serve the proprietary exhibits and the CD-ROM with the Commission Secretary under seal. I have alerted the Commission Secretary that she can expect some of the proprietary exhibits to be delivered tomorrow and the rest of the material (binders) to follow. If you have any questions concerning the Commission’s procedures or this letter, please contact me at (208) 334-0312. Sincerely yours, Donald L.
