BACKGROUND AND DISCUSSION
On October 29, 2010 , Potlatch filed Advice No.1 0-06 requesting Commission approval
to add language to its Jurisdictional Reports for Switched Access. On September 1 , 2010
Potlatch added tariff language to establish a 10% floor for terminating access minutes when there
was a lack of originating number information needed to determine the jurisdiction of a call.
With this filing the Company is proposing additional clarifying tariff language.
Staff contacted the Company regarding this filing and was told that this filing is a result
of discussions with Potlatch customers (Interexchange Carriers) and that this would clarify the
original language.

Staff has reviewed this tariff filing and recommends approval.
