FOR A CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY TO OPERATE AS A LOCAL EXCHANGE CARRIER WITHIN THE STATE OF IDAHO. ) ) ) ) ) ) ) CASE NO. GLDT971 ORDER NO. 27304 On September 10, 1997, Group Long Distance, Inc. (GLD), filed an Application with this Commission for a Certificate of Public Convenience and Necessity to operate as a local exchange carrier within the state of Idaho. GLD states that it intends to resell local exchange service throughout the service areas of U S WEST North, U S WEST South and GTE utilizing the facilities of those incumbent local exchange carriers. GLD intends to provide all forms of intrastate local exchange telecommunications services including: (1) basic residential services (local exchange flat rate, measured rate service, operator access, etc.); (2) residential custom calling and class features (call waiting, caller ID, call forwarding, etc.); (3) basic business exchange services; (4) business custom calling and class features; (5) adjunct provided features (voice messaging, etc.); and (6) business and residential ancillary services (911, directory listing, directory assistance). GLD seeks authority, initially, to resell local exchange services throughout the service areas of U S WEST and GTE. GLD does not intend to install any switching equipment for the provision of local exchange service within the state of Idaho. GLD intends to provide service by reselling unbundled network services utilizing the facilities of the incumbent local exchange carriers. GLD states that the scope of the network and/or facilities to be utilized to provide local exchange services in Idaho cannot be determined until such time as negotiations with incumbent local exchange carriers have been completed. GLD intends to provide service upon certification from the Commission and finalization of its interconnection agreements with the local exchange carriers. On November 14, 1997, the Commission issued a Notice of Modified Procedure soliciting comments in response to GLDs Application. The only party to file comments was the Commission Staff. Staff states that GLD has satisfied the procedural requirements of Commission Order No. 26665 issued in Case No. GNR-T-96-4. Staff recommends that the Commission issue a Certificate of Public Convenience and Necessity to GLD. FINDINGS We hereby find that GLDs Application is complete and satisfies the requirements of Order No. 26665. Furthermore, no party submitted comments in opposition to GLDs Application and we find no reason for denying it. Consequently, we hereby approve GLDs Application subject to the requirement that it submit copies of its agreements with GTE and U S WEST prior to the formal commencement of business under the tariff approved by this Order. O R D E R IT IS HEREBY ORDERED that GLDs Application, as subject to the terms and conditions set forth in this Order, is granted. THIS IS A FINAL ORDER. Any person interested in this Order (or in issues finally decided by this Order) or in interlocutory Orders previously issued in this Case No. GLD-T971 may petition for reconsideration within twenty-one (21) days of the service date of this Order with regard to any matter decided in this Order or in interlocutory Orders previously issued in this Case No. GLD-T-97-1 . Within seven (7) days after any person has petitioned for reconsideration, any other person may cross-petition for reconsideration. See Idaho Code  61626.
