Telecommunications Services furnished by Group Long Distance,

Road, Suite 200, Fort Lauderdale, Florida 33309.This tariff
applies for services furnished within the State of Idaho.This
tariff is on file with the Idaho Public Utilities Commission, and

A. Sheet Numbering: Sheet numbers appear in the upperright corner of the page. Sheets are numbered sequentially.

SECTION 1 - TECHNICAL TERMS AND ABBREVIATIONS
Access Line - An arrangement from a local exchange telephone
company or other common carrier 1 using either dedicated orswitched access 1 which connects a Customer 1 s location to GLD' s
location or switching center.
Authorization Code - A numerical code ,one or more of which
may be assigned to a Customer 1 to enable GLD to identify the
origin of the Customer so it may rate and bill the call.
Automatic number identification (ANI) is used as the
authorization code wherever possible.
Commission - Used throughout this tariff to mean the Idaho
Public Utilities Commission.
Customer - The person 1 firm, corporation or other legal
entity which orders the services of GLD or purchases a GLD
Prepaid Calling Card and/or originates prepaid calls using suchcards 1 and is responsible for the payment of charges and for
compliance with the Company 1 s tariff regulations.
Company or GLD - Used throughout this tariff to mean GroupLong Distance 1 Inc. 1 a Florida corporation.
Holidav - New Year 1 s Day 1 Independence Day 1 Labor Day Thanksgiving Day and Christmas Day. Holidays shall billed at theevening rate from 8 a.m. to 11 p.m. After 11 p.m. 1 the lowernight rate shall go into effect.
Prepaid Account - An inventory of Telecom Units purchased in
advance by the Customer 1 and associated with one and only one
Authorization Code as contained in a specific Prepaid Calling
Card.
Prepaid Callinq Card - A card issued by the Company
containing an Authorization Code which identifies a specific
Prepaid Account of Telecom Units 1 which enables calls to be
processed, account activity to be logged, and balances to be
maintained, on a prepayment basis.

Telecom Unit - A measurement of telecommunications service
equivalent to one minute of usage between any two points within
the State of Idaho.
Telecommunications - The transmission of voicecommunications or 1 subj ect to the transmission capabilities of
the services 1 the transmission of data 1 facsimile 1 signaling metering 1 or other similar communications.
Underlvinq Carrier - The telecommunications carrier whose
network facilities provide the technical capability and capacity
necessary for the transmission and reception of Customer
telecommunications traffic.

SECTION 2 - RULES AND REGULATIONS
Undertakinq of the Company
This tariff contains the regulations and rates
applicable to intrastate resale telecommunications
services provided by GLD for telecommunications between
points within the State of Idaho. Resale services arefurnished subj ect to the availability of facilities and
subj ect to the terms and conditions of this tariff in
compliance with limitations set forth in the
Commission 1 rules. The Company 1 s services are provided
on a statewide basis and are not intended to be limited
geographically. The Company offers service to all
those who desire to purchase service from the Company
consistent with all of the provisions of this tariff.
Customers interested in the Company 1 s services shall
file a service application with the Company which fully
identifies the Customer 1 the services requested and
other information requested by the Company. The
Company reserves the right to examine the credit record
and check the references of all applicants and
Customers prior to accepting the service order. The
service application shall not in itself obligate the
Company to provide services or to continue to provide
service if a later check of applicant 1 s credit recordis 1 in the opinion of the Company 1 contrary to the bestinterest of the Company. The Company may act as theCustomer 1 s agent for ordering access connection
facilities provided by other carriers or entities when
authorized by the Customer 1 to allow connection of aCustomer 1 s location to a service provided by theCompany. The Customer shall be responsible for all
charges due for such service arrangement. The Companydoes not own any switching 1 transmission or other
physical facilities in Idaho.

The services provided by GLD are not part of
a joint undertaking with any other entityproviding telecommunications channels facilities 1 or services 1 but may involve the
resale of the Message Toll Services (MTS) and
wide Area Telecommunications Services (WATS)
of underlying common carriers subj ect to the
jurisdiction of this Commission.
The rates and regulations contained in this
tariff apply only to the resale services
furnished by GLD and do not apply 1 unlessotherwise specified, to the lines facili ties 1 or services provided by a local
exchange telephone company or other common
carriers for use in accessing the services of
GLD.
The Company reserves the right to limit the
length of communications 1 to discontinuefurnishing services 1 or limit the use of
service necessitated by conditions beyond itscontrol 1 including 1 without limitation: lack
of satellite or other transmission medium
capacity the revision, alteration or
repricing of the Underlying Carrier 1 s
tariffed offerings or when the use of
service becomes or is in violation of the law
or the provisions of this tariff.
Use of Services
GLD 1 S services may be used for any lawful
purpose consistent with the transmission and
switching parameters of the
telecommunications facilities utilized in theprovision of services 1 subj ect to any
limitations set forth in this Section 2.
The use of GLD' s services to make calls which
might reasonably be expected to frighten
abuse 1 torment 1 or harass another or in such
a way as to unreasonably interfere with use
by others is prohibited.

The use of GLD 1 S services without payment for
service or attempting to avoid payment for
service by fraudulent means or devices
schemes 1 false or invalid numbers 1 or false
calling or credit cards is prohibited.
GLD' s services are available for use twenty-
four hours per day 1 seven days per week.
GLD does not transmit messages 1 but the
services may be used for that purpose.
GLD 1 S services may be denied for nonpayment
of charges or for other violations of thistariff.
Customers shall not use the service provided
under this tariff for any unlawful purpose.
The Customer is responsible for notifying the
Company immediately of any unauthorized use
of services.
Liabili ty of the Company
The Company shall not be liable for anyclaim 1 loss 1 expense or damage for anyinterruption 1 delay 1 error 1 omission 1 or
defect in any service 1 facility or
transmission provided under this tariff 1 ifcaused by the Underlying Carrier 1 an act ofGod, fire 1 war 1 civil disturbance 1 act ofgovernment 1 or due to any other causes beyond
the Company 1 s control.
The Company shall not be liable for 1 and
shall be fully indemnified and held harmless
by the Customer against any claim, loss expense 1 or damage for defamation 1 libel slander 1 invasion , infringement of copyright
or patent 1 unauthorized use of any trademark
trade name or service mark 1 proprietary orcreati ve right 1 or any other inj ury to anyperson, property or entity arising out of thematerial 1 data or information transmitted.

No agent or employee of any other carrier or
entity shall be deemed to be an agent or
employee of the Company.
The Company 1 s liability for damages
resulting in whole or in part from or arising
in connection with the furnishing of service
under this tariff 1 including but not limited
to mistakes 1 omissions 1 interruptions delays 1 errors 1 or other defects or
misrepresentations shall not exceed an amount
equal to the charges provided for under this
tariff for the long distance call for the
period during which the call was affected.
No other liability in any event shall attach
to the Company.
The Company shall not be liable for and shall
be indemnified and saved harmless by any
Customer or by any other entity from any and
all loss , claims, demands 1 suits, or other
action or any liability whatsoever 1 whether
suffered, made 1 instituted 1 or asserted by
any Customer or any other entity for anypersonal inj ury to 1 or death of 1 any person
or persons 1 and for any loss 1 damage
defacement or destruction of the premises of
any Customer or any other entity or any other
property whether owned or controlled by the
Customer or others.
The Company shall not be liable for anyindirect 1 special 1 incidental 1 orconsequential damages under this tariffincluding 1 but not limited to 1 loss of
revenue or profits 1 for any reasonwhatsoever 1 including the breakdown of
facilities associated with the service , or
for any mistakes 1 omissions 1 delays 1 errors
or defects in transmission occurring duringthe course of furnishing service.

The remedies set forth herein are exclusive
and in lieu of all other warranties andremedies 1 whether express 1 implied 1 orstatutory 1 INCLUDING WITHOUT LIMITATION
IMPLIED WARRANTIES OF MERCHANTABILITY AND
FITNESS FOR A PARTICULAR PURPOSE.
The included tariff language does not
constitute a determination by the Commission
that a limitation of liability imposed by the
Company should be upheld in a court of law.
Acceptance for filing by the Commission
recognizes that it is a court 1 s
responsibility to adjudicate negligence and
consequential damage claims. It is also thecourt 1 s responsibility to determine the
validity of the exculpatory clauses.
Responsibili ties of the Customer
The Customer is responsible for placing any
necessary orders and complying with tariffregulations. The Customer is also
responsible for the paYment of charges for
services provided under this tariff.
The Customer is responsible for charges
incurred for special construction and/or
special facilities which the Customer
requests and which are ordered by GLD on the
Customer 1 s behalf.
If required for the provision of GLD' sservices 1 the Customer must provide anyequipment space 1 supporting structure
conduit and electrical power without charge
to GLD.
The Customer is responsible for arranging
access to its premises at times mutually
agreeable to GLD and the Customer when
required for GLD personnel to install,repair 1 maintain, program , inspect or remove
equipment associated with the provision of
GLD 1 S services.

The Customer shall cause the temperature and
relative humidity in the equipment space
provided by Customer for the installation of
GLD' s equipment to be maintained within the
range normally provided for the operation ofmicrocomputers.
The Customer shall ensure that the equipment
and/or system is properly interfaced with
GLD' s facilities or services, that the
signals emitted into GLD' s network are of the
proper mode , bandwidth 1 power and signal
level for the intended use of the subscriber
and in compliance with criteria set forth inthis tariff 1 and that the signals do notdamage equipment 1 inj ure personnel 1 ordegrade service to other Customers. If the
Federal Communications Commission or some
other appropriate certifying body certifies
terminal equipment as being technically
acceptable for direct electrical connection
wi th interstate communications service 1 GLD
will permit such equipment to be connected
with its channels without the use ofprotective interface devices. If the Customer
fails to maintain the equipment and/or thesystem properly 1 with resulting imminent harm
to GLD equipment 1 personnel or the quality of
service to other Customers 1 GLD may 1 upon
written notice, require the use of protective
equipment at the Customer 1 s expense. If this
fails to produce satisfactory quality andsafety 1 GLD may, upon written notice,
terminate the Customer ' s service.
The Customer must pay GLD for replacement or
repair of damage to the equipment or
facilities of GLD caused by negligence or
willful act of the Customer or others 1 byimproper use of the services 1 or by use of
equipment provided by Customer or others.

The Customer must pay for the loss through
theft of any GLD equipment installed at
Customer 1 s premises.
If GLD installs equipment at Customer ' spremises 1 the Customer shall be responsible
for payment of any applicable installationcharge.
The Customer must use the services offered in
this tariff in a manner consistent with the
terms of this tariff and the policies andregulations of all state 1 federal and local
authorities having jurisdiction over theservice.
Cancellation or Interruption of Services
Without incurring liability 1 upon five (5)working days 1 (defined as any day on which
the company 1 s business office is open and the
U. S. Mail is delivered) written notice to the
Customer 1 GLD may immediately discontinue
services to a Customer or may withhold theprovision of ordered or contracted services:

Without incurring liabilitYl GLD may
interrupt the provision of services at any
time in order to perform tests and
inspections to assure compliance with tariff
regulations and the proper installation and
operation of Customer and GLD' s equipment and
facilities and may continue such interruption
until any items of noncompliance or improper
equipment operation so identified arerectified.
Service may be discontinued by GLD without
notice to the Customer 1 by blocking traffic
to certain countries 1 cities or NXXexchanges 1 or by blocking calls using certain
Customer authorization codes 1 when GLD deems
it necessary to take such action to prevent
unlawful use of its service. GLD will
restore service as soon as it can be provided
without undue risk, and will , upon request by
the Customer affected 1 assign a new
authorization code to replace the one thathas been deactivated.
The Customer may terminate service uponthirty (30) days written notice for the
Company 1 s standard month to month contract.
Customer will be liable for all usage on any
of the Company 1 s service offerings until the
Customer actually leaves the service.
Customers will continue to have Company usage
until the Customer notifies its local
exchange carrier and changes its long
distance carrier. Until the Customer so
notifies its local exchange carrier 1 it shallcontinue to generate and be responsible for
long distance usage.

Credit Allowance
Credit allowance for the interruption of
service which is not due to the Company 1 s
testing or adjusting, negligence of the
Customer 1 or to the failure of channels or
equipment provided by the Customer 1 are
subj ect to the general liability provisions
set forth in 2.3 herein. It shall be the
obligation of the Customer to notify the
Company immediately of any interruption in
service for which a credit allowance isdesired. Before giving such notice 1 the
Customer shall ascertain that the trouble is
not being caused by any action or omission by
the Customer within his control 1 or is not in
wiring or equipment 1 if any 1 furnished by the
Customer and connected to the Company 1 sfacilities.
No credit is allowed in the event that
service must be interrupted in order to
provide routine service quality or relatedinvestigations.
Credit for failure of service shall be
allowed only when such failure is caused by
or occurs due to causes wi thin the control of
the Company or in the event that the Company
is entitled to a credit for the failure of
the facilities of the Company 1 s Underlying
Carrier used to furnish service.
Credit for interruption shall commence after
the Customer notifies the Company of the
interruption or when the Company becomesaware thereof 1 and ceases when service hasbeen restored.
For purposes of credit computation, every
month shall be considered to have 720 hours.

be collected for the next month.

Service is provided and billed on a billingcycle basis 1 beginning on the date that
service becomes effective. Billing is
payable upon receipt. Interest at the rate
of 1.5% per billing cycle 1 or the amountotherwise authorized by law 1 whichever islower 1 will accrue upon any unpaid amount
commencing 30 days after rendition of bills.
The customer is responsible for payment of
all charges for services furnished to the
Customer 1 as well as to all persons using theCustomer 1 s codes 1 exchange lines 1 facilities
or equipment 1 with or without the knowledge
or consent of the Customer. The security of
the Customer ' s Authorization Codes presubscribed exchange lines 1 and direct
connect facilities is the responsibility of
the Customer. All calls placed using direct
connect facilities 1 presubscribed exchangelines 1 or Authorization Codes will be billed
to and must be paid by the Customer.
Recurring charges and non-recurring chargesare billed in advance. The initial billing
may 1 at Company 1 s option, also include one
month' s estimated usage billed in advance.Thereafter 1 charges based on actual usage
during a month and any accrued interest will
be billed monthly in arrears.
All bills are presumed accurate 1 and shall be
binding on the customer unless obj ection
received by the Company in writing within 30
days after such bills are rendered. Nocredi ts 1 refunds 1 or adj ustments shall be
granted if demand therefore is not received
by the Company in writing within such 30 dayperiod.

11 Collection Costs
In the event Company is required to initiate legal
proceedings to collect any amounts due to Company forregulated or non-regulated services 1 equipment orfacilities 1 or to enforce any judgment obtained against
a Customer 1 or for the enforcement of any other
provision of this tariff or applicable law 1 Customershall 1 in addition to all amounts due, be liable to
Company for all reasonable costs incurred by Company in
such proceedings and enforcement actions 1 includingreasonable attorneys 1 fees 1 collection agency fees orpayments 1 and court costs. In any such proceeding 1 the
amount of collection costs 1 including attorneys 1 fees
due to the Company 1 will be determined by the court.
2 .12 Taxes
All federal 1 state and local taxes 1 assessments surcharges 1 or fees 1 including sales taxes 1 use taxes
gross receipts taxes 1 and municipal utili ties taxes
are billed as separate line items and are not included
in the rates quoted herein , except as described for
prepaid calling card service.
13 Late Charqe
A late fee of 1.5% monthly or the amount otherwiseauthorized by law 1 whichever is lower 1 will be charged
on any past due balances.
2 .14 Returned Check Charqe
A fee of $20.00 will be charged whenever a check or
draft presented for payment for service is not accepted
by the institution on which it is written.

SECTION 3 - DESCRIPTION OF SERVICE
Computation of Charqes

The total charge for each completed call may
be a variable measured charge dependent on
the duration 1 distance and time of day of thecall. The total charge for each completed
call may also be dependent only on the
duration of the call , i. e. a statewide flatrate per minute charge. The variable
measured charge is specified as a rate per
minute which is applied to each minute.
Dialing and 800 Service calls are measured in
six second increments with a thirty second
minimum per call. Travel Cards and Prepaid
Calling Cards are measured in one minute
increments. All calls are rounded up to the
next whole increment.
Where mileage bands appear in a rate table
rates for all calls are based upon the
airline distance between the originating and
terminating points of the call, as determined
by the vertical and horizontal coordinates
associated with the exchange (the area code
and three digit central office code)
associated with the originating andterminating telephone numbers. If the
Customer obtains access to the Company 1 s
network by a dedicated access circuit 1 that
circuit will be assigned an exchange for
rating purposes based upon the Customer 1 s
main telephone number at the location where
the dedicated access circuit terminates. The
vertical and horizontal (V & H) coordinates
for each exchange and the airline distance
between them will be determined according to
industry standards.

1. 3 Timing begins when the called station is
answered and two way communication ispossible 1 as determined by standard industry
methods generally in use for ascertaining
answer 1 including hardware answer supervision
in which the local telephone company sends a
signal to the switch or the software
utilizing audio tone detection. Recognition
of answer supervision is the responsibility
of the Underlying Carrier. Timing for each
call ends when either party hangs up. GLD
will not bill for uncompleted calls.
Customer Complaints and/or Billinq Disputes
Customer inquiries or complaints regarding service or
accounting may be made in writing or by telephone to

Any obj ection to billed charges should be reported
promptly to GLD. Adjustments to Customers 1 bills shall
be made to the extent that records are available and/or
circumstances exist which reasonably indicate that such
charges are not in accordance with approved rates or

overbilling of a subscriber occurs 1 due either to
Company or subscriber error 1 no liability exists which
will require the Company to pay any interest 1 dividend
or other compensation on the amount overbilled.

Level of Service
A Customer can expect end to end network availability
of not less than 99% at all times for all services.
Billinq Entity Conditions
When billing functions on behalf of GLD or its
intermediary are performed by local exchange telephone
companies or others 1 the payment of charge conditions
and regulations of such companies and any regulations
imposed upon these companies by regulatory bodies
having jurisdiction apply. GLD' s name and toll-free
telephone number will appear on the Customer ' s bill.

This service is a direct access 1 incomingonly 1 usage sensi ti ve WATS offering requiring
a dedicated access line for use. This is a
service whereby a Customer can be billed at
reduced rates for calls to his premises.

GLD Prepaid Calling Cards.
This service permits use of GLD Prepaid
Calling Cards for placing long distancecalls. Customers may purchase GLD Prepaid
Calling Cards at a variety of retail outlets
or through other distribution channels. GLD
Prepaid Calling Cards are available at a
variety of face values ranging from five
dollars ($5.00) 1 in one dollar ($1.00)
increments. GLD Prepaid Calling Card service
is accessed using the GLD toll-free number
printed on the card. The caller is prompted
by an automated voice response system to
enter his/her Authorization Code 1 and then to
enter the terminating telephone number.
GLD' s processor tracks the call duration on a
real time basis to determine the number of
Telecom Units consumed. The total consumed
Telecom Units for each call, which includesapplicable taxes 1 is deducted from the
remaining Telecom Unit balance on the
Customer ' s GLD Prepaid Calling Card.
All calls must be charged against an GLD
Prepaid Calling Card that has a sufficient
Telecom Unit balance. A Customer ' s call will
be interrupted with an announcement when the
balance is about to be depleted. Such
announcement will occur when five (5) minutes
and when one (1) minute remain before the
balance will be depleted 1 based upon the
terminating location of the call.

In order to continue the call , the Customer
can either call the toll-free number on the
back of the GLD Prepaid Calling Card and
recharge" the balance on the card using a
nationally recognized credit card, or the
Customer can throw the card away and purchase
a new one. Calls in progress will be
terminated by the Company if the balance on
the GLD Prepaid Calling Card is insufficient
to continue the call and the Customer fails
to enter the number of another valid GLD
Prepaid Calling Card prior to termination.
A card will expire 12 months from the date ofpurchase 1 or the date of last recharge
whichever is later.
A credit allowance for GLD Prepaid Calling
Card Service is applicable to calls that are
interrupted due to poor transmission , one-waytransmission, or involuntary disconnection of
a call. A Customer may also be granted
credi t for reaching a wrong number. receive the proper credit 1 the Customer must
notify the Company at the designated toll-
free customer service number printed on the
GLD Prepaid Calling Card and furnish the
called number 1 the trouble experienced (e. g.
cut -off 1 noisy circuit 1 reached wrong number etc. ) 1 and the approximate time that the callwas placed.
When a call charged to an GLD Prepaid CallingCard is interrupted due to cut-off ,one-way
transmission, or poor transmission
condi tions 1 the Customer will receive a
credit equivalent of one Telecom Unit.

Credit allowances for calls pursuant to GLD
Prepaid Card Service do not apply for
interruptions not reported promptly to the
Company or interruptions that are due to the
failure of power 1 equipment or systems not
provided by the Company.
Credit for failure of service shall be
allowed only when such failure is caused by
or occurs due to causes wi thin the control of
the Company.
The Company will block all calls beginning
with the NPA "900 II and NXX "976" calls
therefore such calls can not be completed.
Local Calls and Directory Assistance.
Local calls will not be accepted or
completed. GLD does not provide local
directory assistance. Access to long
distance directory assistance is obtained by
dialing 1 + 555-1212 for listings within the
originating area code and 1 + (area code) +
555-1212 for other listings. When more than
one number is requested in a single call , a
charge may apply for each number requested.
A charge will be applicable for each number
requested, whether or not the number is
listed or published.

Specialized pricing Arrangements.
Customized service packages and competitive
pricing packages at negotiated rates may be
furnished on a case-by-case basis in response
to requests by Customers to the Company for

offered under this tariff provision will be

for such arrangements are in addition to the

Emergency Call Handling Procedures

network at no charge.
Promotional Offerings

promotional offerings to enhance the
marketing of its services. These offerings
may be limited to certain dates 1 times andlocations. The Company will notify the
Commission of such offerings as required by
Commission rules and regulations.
