RE: Telecommunication Legislation

Pursuant to our telephone conversation today, I’ve enclosed for your review the documents we discussed.  More specifically, the first document is the draft legislation sponsored by U S WEST Communications, GTE, and the members of the Idaho Independent Telephone Association (ITA).  The second document is legislation sponsored by the Idaho Competitive Coalition.  Members of the Competitive Coalition are listed on their letterhead.
I have also enclosed the minutes from the last legislative task force meeting held December 4, 1996.  Included in the minutes is the Commission’s draft telecommunication legislation.  As reported in the minutes, the Commission is in the process of drafting an additional section addressing rate flexibility (see page 3-4 of the minutes).
