RE: PUC Draft Telecommunications Legislation
Dear Task Force Participant:
Attached for your review and information is the Public Utilities Commission’s draft telecommunications legislation.  This draft is similar to the legislation provided to the legislative task force at its meeting on December 4, 1996 but also includes a rate flexibility section found at Idaho Code § 62-622.
The Commission has scheduled a meeting for Tuesday, January 7, 1997, at 1:30 P.M.  Purpose of the meeting is to review the Commission’s proposed legislation and develop consensus positions, if possible. The Commission specifically invites the meeting participants to comment on and/or offer more concrete  language concerning  the “effective competition” issue contained in subsection (3) of Idaho Code § 62-622 found at page 7.
