RE: Privately-Owned Pay Telephone Rules
Dear Max:
Pursuant to our telephone conversation yesterday, I have enclosed for your information the Public Utilities Commission’s “unofficial” Rules regarding Privately-Owned Pay Telephones, IDAPA 31.51.01.000 et seq. The only differences between these “unofficial rules” and the Commission’s “official” IDAPA rules is that the unofficial rules contain additional annotations and improved readability.
In particular, I would direct your attention to Rule 215 which provides that the Commission’s Privately-Owned Pay Telephone Rules “must be incorporated in all contracts between the customer of record and its customers (site owners or managers).” Generally, Rules 201 through 215 address requirements for operating pay telephones. Rule 300 through 310 deal with pay telephones located in institutions of confinement, e.g., jails, prisons, and other type facilities.
