HomeMy WebLinkAboutHISHON.docx January 11, 1999 Larry Hishon Director, Business Development Stratford Telecommunications 735 Delaware Road, Ste 115 Buffalo, NY 14223-1231 RE: “Single-Hop” Local Long-Distance Service Dear Mr. Hishon: Your letter dated November 16, 1996, was actually received by the Public Utilities Commission on December 28, 1998.  In your letter you indicated that Stratford Telecommunications has developed a technology to provide “‘single-hop’ flat rate local long distance service.”  The Commission has asked me to respond to several of the questions raised in your letter. Your first question was whether this type of service is permissible in Idaho.  The simple answer to your question depends upon the billing arrangements.  In a 1995 case, the Commission determined that using local EAS trunks to create a “bridge” on what would otherwise be a toll call is message telecommunication service (MTS) that would require the payment of access charges to the underlying local exchange companies.  See Order Nos. 25885 and 25933.  Based upon these Commission Orders, Stratford could provide single-hop service so long as it paid the appropriate access charges to the underlying LECs.  You also asked whether such a service configuration could be made appropriate by not reselling the service.  Again, with payment of the appropriate access charges, such a service appears appropriate. You also asked what certificates/licenses are required and what the procedures are to complete the process.  I have enclosed for your review two booklets that discuss the application licensing procedures here in Idaho.  The first application with a tan cover describes the Commission’s procedures to provide long-distance service in Idaho.  The other booklet with the gray cover, describes the application process to provide local exchange service.
