Dear Ms. Flack:

The Idaho Public Utilities Commission has been informed by the Secretary of State of the State of Idaho that Cable & Wireless Global Card Services, Inc.’s authority to transact business in Idaho has been “administratively canceled or revoked,” because the Company has failed to file an annual report.

Based on this information, as we discussed on the phone on October 3, 2001, the Commission Staff must recommend that the Commission remove your tariff/price list on file and order all incumbent and competitive local exchange companies to no longer originate or terminate intrastate traffic for Cable & Wireless Global Card Services, Inc. It is my understanding that the Company does not object to this. If this is incorrect please advise and provide evidence that the Company is certified to transact business in Idaho within twenty-one (21) days.
