Dear Ms. Anderson:
I understand information reported to the Idaho Universal Service Fund by Rural Telephone Company and Silver Star Telephone Company for the year ending June 31, 1995, was in error. At the request of the Commission Staff, both companies filed corrected reports of their access minutes and revenue. Thereafter, GVNW, Inc., submitted revised access rates on behalf of Rural to bring the Company’s access rates to 100% of the 1995 statewide average. However, the reporting errors caused Rural Telephone to receive a significant overpayment from the Universal Service Fund. I understand Rural has been receiving excess funds from the USF in the amount of $2,057 per month since October 1995.
At the June 24, 1996, decision meeting of the Commission, Staff presented the Commissioners with a decision memorandum regarding, among other things, the overpayment of USF funds to Rural. Apparently GVNW, on behalf of Rural, requested that an overpayment adjustment be made over a three-month period, while Staff recommended that the adjustment for Rural’s overpayment occur in one month. At the decision meeting, the Commissioners approved Staff’s recommendation to have the USF administrator recover the overpayments to Rural Telephone in one month rather than three. The adjustment also should include recovery of $102.08 regarding toll surcharges on traffic for U.S. Forest Service calls and for local surcharges.
