GC Pivotal, LLC dba Global Capacity is a direct, wholly owned subsidiary of GTT
Americas, LLC ("GTTA"). GTTA is a Delaware limited liability company and direct,
wholly-owned subsidiary of GTT Communications, Inc., a publicly-traded Delaware
corporation (NYSE: GTT).
02. Services and Territory
GC Pivotal proposes to provide local telecommunications service to business customers. GC
Pivotal plans to offer service through UNE-P facilities and resale arrangements with incumbent
local exchange carriers. Applicant will not provide operator assisted services; Applicant's
underlying carrier will handle calls that require operator assistance. Emergency calls placed by
dialing 9l I will not be routed to or handled by GC Pivotal. Such calls will be routed through the
underlying carrier to the appropriate emergency agency serving the originating location. CC Pivotal
sets the rates for its services and handles its own customer service. All services are offered twenty-
four hours per day, seven days a week.

GTT Communications, Inc., which is GC Pivotal's parent company, current financial information
is provided in Exhibit D.
Tariffs and Price Lists
Pursuant to Title 62 of the Idaho Code, the Applicant is electing to operate on a detariffed basis for
its local exchange business services and will post its rates, terms, and conditions on its website at
www.gtt.net.

Intercon nection Agreements
GC Pivotal intends to offer service in the geographic areas currently served by Qwest
Communications. GC Pivotal will mirror the basic local calling scopes of the incumbent local
exchange companies.
Compliance with Commission Rules
GC Pivotal has reviewed all of the applicable Commission's rules and agrees to comply with those
rules.
Conservation of Telephone Numbers
The Applicant acknowledges that, if it obtains numbering resources in ldaho, it will be subject to
numbering conservation measures, including mandatory one thousand block pooling, donation
back to the pool of unused or underutilized thousand number blocks, and submission of applicable
utilization/forecast repofts at the one thousand block level for each rate center within its service
territory.
