FTL-T-98-1. On May 27, 1998, FirsTel, Inc. applied for a Certificate of Public Convenience and Necessity to provide local service in U S WESTs service area. FirsTel proposes to resale U S WESTs local telecommunications services within the northern and southern LATAS. The Company currently offers toll services under a separate tariff. It maintains a 24-hour customer service line and plans to have representatives in several cities in Idaho. The Company claims it has had very few complaints filed with commissions in the six states where it does business, and it currently has none in Idaho. The Company does not use telemarketing procedures. FirsTel has completed the requirements for filing an application for a Certificate, and has cooperated with Staff in working out problems that existed in its illustrative tariff. FirsTels consultant assures Staff that the remaining few issues can be resolved within the 21-day comment period. FirsTel has also filed an interconnection agreement with U S WEST for the Commissions approval. Staff recommends that the Application for a Certificate of Public Convenience and Necessity be processed by Modified Procedure with a 21-day comment period.
