Pursuant to IDAPA 31.01.01.114 and the Idaho Public Utilities Commission Order No. 32277 in
Case No. GNR-T- 11-01, First Step Internet, LLC ("First Step" or "Company") respectfully requests that

registration as a facilities-based provider of wholesale local telecommunications services within the State
of Idaho.

6.Interconnection Agreements
The Company has not yet initiated interconnection negotiations with any incumbent Local
Exchange Carriers. In the future, the Company intends to initiate negotiations with Frontier and
potentially other ILECs.
7.Compliance with Commission Rules
The Applicant has reviewed all of the Commission rules and agrees to comply with rules
applicable to competitive wholesale providers of local telecommunications services. The Company
respectfully requests a waiver of rules not applicable to such service providers.

08. Conservation of Telephone Numbers.
The Applicant acknowledges that, if it obtains numbering resources in Idaho, it Will be stibjeci to
munbering conservation measures, including mandatory one thousand block pooling, donation back to the
pool of unused or underutilized thousand minibet blocks, and subniin of applicable uffliiationffäreca.ct
reports at the one thousand block level for each rate center within its service territory.
Wherefore. First Step Internet, LLC respectfully requests that the Commission:
