BACKGROI.'ND AND DISCUSSION Blackfoot Telecommunications Group ("BTG") recently acquired Fremont from FairPoint Communications. See Case No. FRE-T-12-01. As a result of the acquisition, BTG is actively working to update its tariffto reflect the name change and contact information. There will not be any impact in customer's rates. This is a housekeeping measure. There will be one change with this filing that is required by the FCC's Transformation Order. It concerns reciprocal compensation language for wireless providers. The FCC mandated that all wireless companies move to Bill and Keep. The Company indicates that relationships with wireless providers are governed by local reciprocal compensation contracts between carriers rather than tariffs; therefore, this change is needed to comply with FCC guidelines. STAFT RECOMMf,NDATION Staffhas reviewed this filing and finds that the proposed changes will not have an effect on tates, terms or conditions for Fremont customers and recommends approval as a Tariff Advice pursuant to Commission Rule of Procedure 134. The Company requested an expedited DECISION MEMORANDUM SEPTEMBER IO,2O13 approval date. Becawe there will be no effect on Customer's rates, terms or conditions, Staff recommends an effective date upon entry of the Commission's minute order.
