Enclosed is a copy of Order No. 27608 issued on June 30, 1998, by the Idaho Public Utilities Commission to implement changes to the Idaho Telecommunications Service Assistance Program (ITSAP). The 1998 Idaho Legislature amended the ITSAP program to make eligibility for the Life Line program assistance based solely upon income.
