Re: List of Eligible Telecommunications Carriers
Dear Sir:
Pursuant to the FCCs Universal Service Order, CC Docket No. 96-45, FCC 97-157, and FCC Public Notice DA 97-1892, released September 29, 1997, the following list of eligible telecommunications carriers, designated by the Idaho Public Utilities Commission by order, is hereby submitted. Copies of the Idaho Public Utilities Commissions orders designating these companies as ETCs and further designating their respective ETC service areas are enclosed.
The following rural telephone companies have been designated as eligible telecommunications carriers by the Idaho Public Utilities Commission under 47 U.S.C. 214(e).

Because each of the above listed LECs is a rural telephone company, the Idaho Public Utilities Commission designated each LECs study area as described in the respective Certificates of Public Convenience and Necessity issued by the Commission as the ETC service area. 47 U.S.C. 214(e)(5).
Pursuant to 47 U.S.C. 214(e), both of the following non-rural telecommunications carriers have been designated as eligible telecommunications carriers as defined by the federal Telecommunications Act of 1996 and the FCCs Universal Service Order.
1. U S WEST Communications, Inc. USW-T-97-19
2. GTE Northwest Incorporated GTET9712
As required by the federal Telecommunications Act of 1996, the Idaho Public Utilities Commission designated ETC service areas for these non-rural carriers. Both U S WEST Communications, Incs. and GTE Northwest Incorporateds ETC service areas were designated, at this time, as each respective carriers wire centers. IPUC Order Nos. 27245 and 27270. U S WEST Communications, Inc.s ETC service area was designated as each wire center in its northern and southern Idaho operations, as reflected in both of its Certificates of Public Convenience and Necessity. Cognizant of the FCCs admonition that ETC service areas be sufficiently small to ensure accurate targeting of high cost support and to encourage entry by competitors, the Commission specifically reserved the right to revisit the appropriate designation of ETC service areas at such time as it takes up the designation of ETC support areas.
As of this date and as listed above, all incumbent LECs operating in the state of Idaho have been designated as eligible telecommunications carriers.
