On March 28,2018,Fiber Broadband,LLC (dba Tru Fiber)applied to the
Commission for a Certificate of Public Convenience and Necessity (CPCN)authorizing it to
provide local exchange services and high-speed Internet services in Idaho.With this Order,the
Commission solicits public input on the Application and orders that the case be processed under
the Commission's Rules of Modified Procedure.
NOTICE OF APPLICATION
YOU ARE HEREBY NOTIFIED that Tru Fiber is an Idaho Limited Liability
Company,headquartered at 620 Pheasant Ridge Drive,Chubbuck,Idaho 83202.It is registered
with the Idaho Secretary of State and its Certificate of Organization is attached as Exhibit A to
its Application.
YOU ARE FURTHER NOTIFIED that Tru Fiber proposes,and requests authority,to
offer local exchange and high-speed internet services statewide within the State of Idaho.
Application at 2.Tru Fiber intends to provide optically based telephone service including both
analog and digital PBX,as well as broadband internet services.Id.Tru Fiber intends to focus its
service offerings in Pocatello,Blackfoot,Idaho Falls,Rexburg and surrounding CenturyLink
territory.Id.at 2-3.If certified,Tru Fiber intends to pursue interconnection agreements with
CenturyLink.Id.at 1.
YOU ARE FURTHER NOTIFIED that Tru Fiber provided its names and addresses
of Officers and Directors,as well as financial information.
YOU ARE FURTHER NOTIFIED that Tru Fiber agrees to comply with all
Commission rules.Id.at 4.

Commission and is available for public inspection during regular business hours at the

YOU ARE FURTHER NOTIFIED that the Commission has determined that the
public interest may not require a formal hearing in this matter and will proceed under Modified
Procedure pursuant to Rules 201 through 204 of the Idaho Public Utilities Commission's Rules
of Procedure.See IDAPA 31.01.01.201 -.204.The Commission notes that Modified Procedure
and written comments have proven to be an effective means for obtaining public input and
participation.
YOU ARE FURTHER NOTIFIED that any person desiring to state a position on this
Application may file a written comment in support or opposition with the Commission by no
later than 21 days from the Service date of the Order.The comment must contain a
statement of reasons supporting the comment.Persons desiring a hearing must specifically
request a hearing in their written comments.Written comments concerning this Application

pursuant to the Commission's jurisdiction under Title 62 of the Idaho Code and specifically
Idaho Code §§62-604,62-615,and 62-622.The Commission may enter any final Order
consistent with its authorityunder Title 62 and Commission Rule of Procedure 114.See IDAPA
31.01.01.114.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be
conducted pursuant to the Commission's Rules of Procedure.See IDAPA 31.01.01;Idaho Code

Procedure,IDAPA 31.01.01.201 -.204.Persons interested in submitting written comments or
