IT IS HEREBY CERTIFIED that this Certificate of Public Convenience and Necessity is issued to FairPoint Communications Solutions Corporation, Certificate No. 374, to authorize FairPoint to provide pre-paid telecommunications services, including basic exchange services, within the state of Idaho. The Commission approved FairPoint’s Certificate by Order No. 28431 issued July 13, 2000. Order No. 28431 limits the areas in which FairPoint is authorized to provide telecommunications, as depicted in the map attached to this Certificate as Exhibit A. This Certificate is predicated upon and is issued pursuant to the findings of the Commission in Order No. 28431.
