On March 14, 2005 , Ernest Communications, Inc. filed an Application for a
Certificate of Public Convenience and Necessity (CPCN) to provide facilities-based local
exchange and resold interexchange telecommunications services throughout Qwest's service
territory in the State of Idaho. The Company amended its Application with several replacement
pages filed with the Commission on April 29, 2005.
In the Application, Ernest states that it will primarily serve residential and business
customers. Ernest intends to offer facilities-based local exchange telecommunications services
including basic local service PBX trunk service, Direct Inward Dialing, Optional Calling
Features and listing services. In addition, Ernest intends to provide resold interexchange toll
services, including inbound and outbound interexchange services utilizing switched and
dedicated access. Ernest will offer these telecommunications services to its subscribers through
purchase of unbundled network elements platforms (UNE-P) or its equivalent from the
incumbent local exchange carrier, Qwest.
Ernest is a Georgia corporation authorized by the Idaho Secretary of State to transact
business within the State of Idaho. Ernest currently provides service in 21 states , including
Alabama, Arizona, California; Colorado, Florida, Georgia, Kentucky, Louisiana, Maryland
Mississippi, Missouri, New Jersey, New York North Carolina, Oklahoma, Oregon, South
Carolina, Tennessee, Texas, Virginia, and Washington.

Staff recommends that the Application be processed by Modified Procedure.
