02.Services and Territory
EARTHGRID proposes to provide primarily fiber-based Internet services to rural,tribal and
underserved communities in Idaho.
In some cases,EarthGrid proposes to provide local telecommunications service to business and
municipal customers.Even with the migration to voice over internet protocol,some customers
demand the reliability of a traditional copper-base d telephone line.Moreover,sensitive service
applications like elevators,renewable energy facilities (for example,solar farms and/or wind farms)
and security systemsmay require a traditional landline.EARTHGRID plans to offer service through
resale arrangementswith incumbent local exchange carriers,in addition to offering high-speed
internet via fiber-based services.Applicantwill not provide operatorassisted services;Applicant's
underlying carrier will handle calls that require operator assistance.Emergency calls placed by
dialing 911 will not be routed to or handled by EARTHGRID.Such calls will be routed through the
underlying carrier to the appropriate emergency agency serving the originating location.
EARTHGRID sets the rates for its services and handles its own customer service.All services are
offered twenty-fourhours per day,seven days a week.

EARTHGRID's CONFIDENTIAL parent company &affiliate 2018-2020 financial reports are provided
in Exhibit 2.Please keep these records confidential.
04.Tariffs and Price Lists
Pursuant to Title 62 of the Idaho Code,the Applicantis electing to operate on a de-tariffed basis for
its local exchangebusiness services and will post its rates,terms,and conditions on its website at
www.EarthGrid.io.

06.Interconnection Agreements
EARTHGRID intends to offer service in the geographic areas currently served by Centurylink and
other providers as deemed appropriate.EARTHGRID will mirror the basic local calling scopes of the
incumbent local exchangecompanies.
07.Compliance with Commission Rules
EARTHGRID has reviewed all of the applicable Commission's rules and agrees to comply with
those rules.
08.Conservation of Telephone Numbers
The Applicant acknowledgesthat,if it obtains numbering resources in Idaho,it will be subject to
numbering conservation measures,including mandatory one thousand block pooling,donation back
to the pool of unused or underutilized thousand number blocks,and submission of applicable
utilization/forecast reports at the one thousand block level for each rate center within its service
territory.
Wherefore,EarthGrid PBC respectfully requests that the Commission:
1.Grant EarthGrid PBC authority to operate as a provider of resold and facilities-based basic
local exchangetelecommunications services within the State of Idaho;
2.Grant such other relief as it deems necessary and appropriate.
