On June 18,2016,ExteNet Systems,Inc.filed an Application with the Commission
for a Certificate of Public Convenience and Necessity for registration/certification as a wholesale
provider of telecommunications service in Idaho.Application at 1.
NOTICE OF APPLICATION
YOU ARE HEREBY NOTIFIED that ExteNet is a wholesale provider of
telecommunications services incorporated in the State of Delaware,listing its principal place of
business as Lisle,Illinois.Id.In March 2016,Idaho’s Secretary of State certified that ExteNet is
authorized to transact business in Idaho.Id.
YOU ARE FURTHER NOTIFIED that ExteNet claims in its Application that it plans
on providing facilities-based local exchange and interexchange services in Idaho.Id.at 3-4.
ExteNet states that it plans on installing its own facilities,or where not feasible,negotiating
interconnection agreements with incumbent local exchange carriers.
YOU ARE FURTHER NOTIFIED that ExteNet does not maintain a place of business
in Idaho and lists Corporation Services Company as its registered agent in Idaho.Id.at 2.
ExteNet states that it will comply with all Idaho laws and Commission Rules.Id.at 4.

YOU ARE FURTHER NOTIFIED that the Commission has determined that the
public interest may not require a formal hearing in this matter and will proceed under Modified
Procedure pursuant to Rules 201 through 204 of the Idaho Public Utilities Commission’s Rules
of Procedure,IDAPA 31.01.01.201 through 204.The Commission notes that Modified
Procedure and written comments have proven to be an effective means for obtaining public input
and participation.

Application may file a written comment in support or opposition with the Commission within

YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Commission’s jurisdiction under Title 62 of the Idaho Code and specifically
Idaho Code §62-604 and 62-622.The Commission may enter any final Order consistent with
its authority under Title 62 and Commission Rule 114,IDAPA 31.01.01.114.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be
conducted pursuant to the Commission’s Rules of Procedure,IDAPA 3 1.01.01.000 et seq.
ORDER
IT IS HEREBY ORDERED that ExteNet’s Application for registration as a
wholesale provider of telecommunications services in Idaho be processed by Modified
Procedure,IDAPA 31.01.01.201-204.Persons interested in submitting written comments in this
matter should do so no later than twenty-one (21)days from the service date of this Order.
