RE:SILVER STAR COMMUNICATIONS' TARIFF ADVICE TO
INTRODUCE LOCAL MEASURED SERVICE AND BROADBAND SAFE
AND SECURE SERVICE OFFERING.
On January 4 2010, Silver Star Communications (Silver Star) submitted an amended
tariff filing to its original filing submitted on December 15 2009. This filing seeks Commission
approval to add two new services: Local Measured Service and Broadband Safe and Secure.
Local Measured Service is a reduced rate residential service which provides access to 911 , 0+, 0-
calling with 120 minutes of local and EAS calling. To be consistent with its affiliate company,
Teton Telecom , Silver Star proposes to offer this service for $16.00 per month with each
additional minute over 120 minutes billed at $.03 per minute. Broadband Safe and Secure is a
discounted residential service offered in association with Internet access service and provides a
maximum of 60 minutes of local and EAS calling. Silver Star proposes to offer this service at
$8.00 per month with each additional minute over 60 minutes billed at $.03.
Silver Star states that the rates for these services are above cost. The rate for Local
Measured Service is the same as the service currently offered in the Teton Telecom tariff. The
rate for Broadband Safe and Secure was "determined by reducing the (residential) Local
Measured Service rate by half, as a direct reflection of reducing in half the available minutes
within this service." The Company requests an effective date of January 15, 2010, based on the
original issue date of December 15 2009.

STAFF ANALYSIS
Staff has reviewed the filing and accepts the cost information provided by Silver Star.
Staff believes the proposed terms and rates are reasonable and recommends approval of this
filing.
