Certificate of Public Convenience and Necessity No. 323 to reflect that Citizens
Telecommunications Company has changed its name to Frontier Communications of America.
IT IS HEREBY CERTIFIED that this First Amended Certificate of Public Convenience
and Necessity No. 323 is issued to Frontier Communications of America to provide Title 61
regulated telecommunications services, including basic exchange services, within the areas served by
Qwest Corporation and Verizon Northwest Inc. The Commission approved the name change from
Citizens Telecommunications Company to Frontier Communications of America by Order No.
29394 issued December 9, 2003.
