RE:CITIZENS TELECOMMUNICATIONS NAME CHANGE AND RENEWED
CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY.CASE
NOS.CTZ-T-03-1 AND CTC-T-03-2.
BACKGROUND
On September 8,2003,the Commission received two separate filings.In the first
(CTZ-T-03-01),Citizens requests that the Commission amend Certificate No.323 for its
competitive local exchange carrier (CLEC)to reflect its new name,Frontier Communications of
America.This CLEC will continue to provide competitive local and long distance services in
Idaho.
In the second (CTC-T-03-2),Citizens asks that a new Certificate be issued for its local
exchange company (LEC),Citizens Telecommunications Company of Idaho.Citizens acquired
Idaho exchanges from then GTE Northwest in 1993 (Order 25219)but no new certificate was
issued at that time.GTE Northwest had no Certificate for the exchanges it sold to Citizens
because its predecessor,Interstate Telephone,began operations before enactment of the Public
Utilities Law in 1913.Citizens currentlyoperates in the exchanges of Aberdeen,Carey,
Cascade,Donnelly,Elk City,Fairfield,Garden Valley,Homedale,Horseshoe Bend,Marsing,
McCall,New Meadows,Parma,Riggins,Springfield,Sweet,White Bird and Wilder.The
Company has included legal descriptions for these exchanges and further asks that the new
Certificate bear the LEC's new name of Citizens Telecommunications Company of Idaho dba
Frontier Communications of Idaho.
