BEFORE THE IDAHO PUBLIC UTILITIES COMMISSION
IN THE MATTER OF THE APPLICATION TO
AMEND CERTIFICATE OF PUBLIC
CONVENIENCE AND NECESSITY NO. 323 TO REFLECT THAT CITIZENS
TELECOMMUNICATIONS COMPANY HAS
CHANGED ITS NAME TO FRONTIER
COMMUNICATIONS OF AMERICA.

On January 27, 1997, the Commission issued Order No. 26775 granting Citizens
Telecommunications Company dba Citizens Telecom (Citizens) a Certificate of Public
Convenience and Necessity to provide Title 61 regulated telecommunications services, including
basic local exchange services, within parts of the State of Idaho. Certificate No. 323 was
subsequently issued on February 10, 1997.
On September 8, 2003, Citizens requested that the Commission change the corporate
holder s name on Certificate No. 323 from Citizens Telecommunications Company to Frontier
Communications of America. The Commission Staff recommended that the Commission
approve this request.
Based on our review of the Application, we find that it is reasonable to amend
Certificate of Public Convenience and Necessity No. 323 to reflect the change in name from
Citizens Telecommunications Company to Frontier Communications of America. The
Commission also finds it is reasonable to perform this administrative function without initiating
a public hearing.
ORDER
IT IS HEREBY ORDERED that the corporate holder name on Certificate of Public
Convenience and Necessity No. 323 be amended to reflect the change in name from Citizens
Telecommunications Company to Frontier Communications of America.
IT IS FURTHER ORDERED that Citizens modify its price lists, tariffs or other
relevant documents to reflect the name change approved in this Order.
THIS IS A FINAL ORDER. Any person interested in this Order (or in issues finally
decided by this Order) or in interlocutory Orders previously issued in this Case No. CTZ-03-
ORDER NO. 29394
may petition for reconsideration within twenty-one (21) days of the service date of this Order
with regard to any matter decided in this Order or in interlocutory Orders previously issued in
this Case No. CTZ-O3-Within seven (7) days after any person has petitioned for
reconsideration, any other person may cross-petition for reconsideration. See Idaho Code 99 61-
626 and 62-619.
