COPSEY DATE: MAY 4, 1999 RE: APPLICATION OF CTC TELECOM, INC. FOR AN AMENDED CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY. CASE NO. CTLT991. On April 30, 1999, the Commission received an Application from CTC Telecom, Inc. for an Amended Certificate of Public Convenience and Necessity to provide competitive local exchange service as a competitive local carrier throughout U S WEST Communications, Inc.’s southern Idaho service territory. Application at 1. CTC was granted a Certificate of Public Convenience and Necessity on August 10, 1998, by Order No. 27673, to provide basic local exchange service to an area known as Hidden Springs, located in Ada County, Idaho. CTC is an Idaho corporation, and is a wholly-owned subsidiary of Cambridge Telephone Company. Certificate No. 348 was issued September 22, 1998. In connection with the issuance of Certificate No. 348, CTC provided all required documentation and information required by Commission Rule of Procedure 111, IDAPA 31.01.01.111, and Procedural Order No. 26665, issued November 7, 1996. Order No. 26665 sets out the necessary information to be included with an Application for a Certificate submitted by a new local service provider in Idaho. Finally, CTC requested this Application be granted without hearing or other formal proceeding. STAFF RECOMMENDATION Staff agrees that this matter does not require formal hearings and, therefore, recommends that this Application be handled under Modified Procedure with a fourteen (14) day comment period. Staff recommends a fourteen (14) day comment period for several reasons. Staff thoroughly reviewed CTC’s 1998 Application for a Certificate of Public Convenience and Necessity in Case No. GNR-T984. Nothing major has changed. Moreover, granting the Application will resolve outstanding requests for service and will promote competition in the local exchange market. Commission Decision Does the Commission want to process this Application for an amended Certificate of Public Convenience and Necessity under Modified Procedure and solicit comments and response to CTCs Application?
