CTC-T-97-3 NOTICE OF MODIFIED PROCEDURE ORDER NO. 26999 YOU ARE HEREBY NOTIFIED that on June 2, 1997, Citizens Telecommunications Company of Idaho (Citizens) submitted tariff revisions (Tariff Advice ID-97-05) to create a local long-distance calling plan from the Citizens exchanges of Homedale, Wilder and Parma to the U S WEST exchanges of Caldwell and Nampa. Customers in these three Citizens exchanges petitioned the Commission for expanded area service (EAS) in 1993, and the Commission has been considering this subject in Case Nos. GNR-T-93-7 and GNR-T-93-11. YOU ARE FURTHER NOTIFIED that the new Citizens proposal provides three options for calling from the Citizens exchanges to the Caldwell exchange as well as similar options for calling to the Nampa exchange. The Premium Flat Rate Option would allow unlimited calling to Caldwell for an additional monthly payment of $8.00 for residential customers and $11.00 per month for business customers. The Measured Service Option would provide calling at a measured usage rate of $0.05 per minute and the monthly flat rate payment of $4.00 for residential customers or $5.50 for business customers. The third option available to consumers would be to continue to place calls between these exchanges as toll calls at whatever rate is charged by the customers toll carrier. Customers choosing this last option would not incur any additional monthly charges. The same three options would be available for calling from the Citizens exchanges to Nampa, with the Premium Flat Rate Option available at $7.00 per month for residential and $10.00 for business customers, and the Measured Service Option available at $3.50 per month for residential and $5.00 for business customers, and the same $0.05 per minute usage rate. The Nampa option may be ordered separately, or in addition to, the Caldwell option. YOU ARE FURTHER NOTIFIED that calls under either of the two new options would be placed using the normal seven digit dialing pattern. Billing under the measured usage option would not include call detail (the particulars of each call), but this information would be available at an additional cost of $1.75 per month plus $0.10 per page. YOU ARE FURTHER NOTIFIED that the Commission has pending before it a case to consider implementing extended area service (EAS) between the Citizens exchanges of Homedale, Wilder and Parma and the U S WEST exchanges of Nampa, Caldwell and Boise, Case Nos. GNR-T-93-7 and GNR-T-93-11. If approved by the Commission, the optional calling plan proposed by Citizens may provide at least a partial, interim solution to the demand for EAS in these exchanges, pending resolution of the EAS Case Nos. GNR-T-93-7 and GNR-T-93-11. YOU ARE FURTHER NOTIFIED that the Commission has determined that the public interest may not require a formal hearing in this matter and will proceed under Modified Procedure pursuant to Rules 201 through 204 of the Idaho Public Utilities Commission's Rules of Procedure, IDAPA 31.01.01.201 through -.204. YOU ARE FURTHER NOTIFIED that any person desiring to state a position on this Application may file a written comment in support or opposition with the Commission within fourteen (14) days from the date of this Notice. The comment must contain a statement of reasons supporting the comment. Persons desiring a hearing must specifically request a hearing in their written comments. YOU ARE FURTHER NOTIFIED that the tariff advice has been filed with the Commission and is available for public inspection during regular business hours at the Commission offices. YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held pursuant to the Commission's jurisdiction under Title 61 of the Idaho Code and that the Commission may enter any final Order consistent with its authority under Title 61. YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be conducted pursuant to the Commission's Rules of Procedure, IDAPA 31.01.01.000 et seq.
