On June 24, 2008, Citizens Telecommunications of Idaho dba Frontier Communcations
of Idaho filed a request with the Commission, pursuant to IDAPA 31.41.01.009, seeking a
permanent exemption from a provision of the Commission's Telephone Customer Relations Rule.
201, IDAPA 31.41.01.201. Specificaly, the Company seeks an exemption from Rule 201.02
requirng itemization of long-distace usage and charges.
NOTICE OF PETITION
YOU AR HEREBY NOTIFIED that the Company maintains that it offers service
plans for unimited long-distace calls at a flat rate. The Company requests discontinuace of
itemized biling for its flat rate long-distace customers only. Customers who do not subscribe to a
flat rate toll plan and pay for long-distace services based on time and distace of individua calls
would continue to receive itemized biling in accordance with Rule 201.02, IDAPA
31.41.01.201.02.
YOU AR FURTHR NOTIFIED that the Petition states that customers who wish to
receive call detal for the unlimited plan may do so by contacting the Company's customer service
center. In addition, the . Company intends to make no less than i 2 month of detaled biling
statements available to its customers at no charge.
YOU AR FURTHR NOTIFIED that the Company asserts that providing the detas
of each call adds signficant printing and postage charges, makes the bils more cumbersome, and
provides information that most customers do not need or want. Citizens contends that denying its
Petition would result in hardship to the Company, which is attempting to improve customer service
by reducing costs and simplifyng billng. See IDAPA 31.41.01.009.

YOU ARE FURTHER NOTIFIED that the Commission has preliminarily determined
that the public interest may not require a formal hearng in this matter and wil proceed under
Modified Procedure pursuant to the Commission's Rules of Procedure 201 through 204, IDAPA
31.01.01.201 through .204. The utilzation of Modified Procedure and written comments have
proven to be an effective means for obtaining public input and participation.
YOU ARE FURTHER NOTIFIED that any person desiring to state a position on this
Petition may fie a wrtten comment in support or opposition with the Commission within twenty-
one (21) days from the service date of this Notice. The comment must contain a statement of
reasons supporting the comment. Persons desiring a hearing must specifically request a hearing in
their written comments. Written comments concerning this Petition shall be mailed to the
Commission and the Petitioner at the addresses reflected below:

YOU ARE FURTHER NOTIFIED that the Commission has jurisdiction over this matter
pursuant to Title 62 of the Idaho Code and specifically Idaho Code §§ 62-604, 62-615, 62-619, and
62-622. The Commission may enter any final Order consistent with its authority under Title 62.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter wil be conducted
pursuant to the Commission's Rules of Procedure, IDAPA 31.01.01.000, et seq.
ORDER
IT IS HEREBY ORDERED that the Petition of Citizens Telecommunications of Idaho
dba Frontier Communications of Idao be processed by Modified Procedure. Persons interested in
submitting written comments regarding this case or protesting the use of Modified Procedure should
do so no later than twenty-one (21) days from the service date of this Order.
