Citizens Telecommunications ofIdaho, dba Frontier Communications ofIdaho
(Frontier), hereby provides notice if its election to make all of its retail services in Idaho
currently subject to Idaho Code Section 61 , subject to the provisions ofIdaho Code
Section 62, as amended.
Frontier is an incumbent rural carrier in Idaho, providing retail wireline services to both
residential and business customers. These include basic local exchange, custom calling,
directory assistance and a variety of other local services. Frontier also provides in state
intra-LAT A toll services and switched and special access services. In addition Frontier
provides interconnection services as required by the Telecommunications act of 1996 and
FCC rules. Frontier provides services to customers in western and central Idaho as
shown in its exchange maps on file with the Commission.

Frontier intends that all of its regulated services in Idaho be offered under title 62, and
that none of its services remain regulated under title 61.
Enclosed with this letter are new price lists that will replace existing tariffs. Attachment
A is Frontier s Local Exchange price list that replaces Frontier s Local Tariff 2.
Attachment B is Frontier s Access Service price list that replaces Frontier s Access
Tariff. Both price lists contain the same rates, terms and conditions that are contained in
the existing tariffs.
Frontier intends that this election become effective on March 2007.
