In order No. 29845 , in Case No. CTC-05-, the PUC directed Frontier to respond
one question and 2 sub-parts. The following are Frontier s response to those questions.
1. Is Frontier willing to provide Telephone service to Tamarack Resort?
Answer:
Yes, Frontier is willing to serve customers within it's certificated areas
including Tamarack Resort, to the extent that it can acquire access to the
customers and be compensated for all costs to serve the area.
a. If yes, under what conditions?
Answer:
Service within the Tamarack Resort, could be provided under one of two
possible scenarios.
1) Frontier could overbuild the existing Tamarack facilities. In order to
do this, the company would have to be granted rights-of-way within the
resort, which it does not now have. Frontier would also have to recover
the extremely high construction costs necessary to install facilities. The
cost could be excessive because roads, sidewalks, curb and gutter, and
landscaping have all been completed. In addition, utility lines, cables
pipes, etc. have already been placed and would have to be identified
marked, worked around, or possibly moved.
2) Frontier could interconnect with the existing facilities of Tamarack
Resort. Tamarack would need to allow Frontier access to its network at
reasonable rates. Tamarack Resort would need to make personnel
available to perform trouble shooting in its network and be responsible
for its part of the circuits on a timely basis.
Frontier would also need to purchase and install network equipment to
enable Tamarack's fiber to the Home facilities to interface with
Frontiers existing network. As with Scenario 1 , Frontier would heed to
be able to recover all costs incurred to serve these customers.
b. If no, then why does Frontier believe it reasonable to decline the
requests for service?
Answer:
As stated above, Frontier is willing to serve customers within the Tamarack
Resort so long as it can recover its costs. Depending on the how service is
provisioned, it may be cost prohibitive for Frontier to serve customers at the
resort. At the present time, Frontier has been unable to fulfill requests for
service to customers in the Tamarack Resort because:
1) Frontier has no facilities in place past the demarcation point to reach
customers in the resort. Frontier has optical fiber to the point of
demarcation.
2) Frontier does not have right-of-way access to customers within the
resort boundaries.
3) The cost of bringing facilities to customers in the Tamarack resort
would be excessive due to existing infrastructure in place.
4) Frontier has no agreement with Tamarack Resort to interconnect
with the resorts facilities in order to provide service to customers, nor
has sufficient interest been expressed by current customers to justify
investment in the necessary electronic equipment.
