Qwest Corporation (Qwest) petitioned to intervene in this case on August 17, 2005
pursuant to Rules of Procedure 71 through 75 of the Idaho Public Utilities Commission, IDAP A
31.01.01.071-075.
FINDINGS OF FACT
We find that no party timely opposed this Petition to Intervene.
We further find that based on the pleadings and other documents filed in this case
intervention by Qwest should be granted to the extent Qwest in fact has a direct and substantial
interest in these proceedings and Qwest's participation does not unduly broaden the issues. See
ID AP A 3 1.01.01.074. If it later appears that Qwest has no direct or substantial interest in the
proceeding or that intervention is not in the public interest, the Commission may dismiss Qwest
as an intervenor in the proceeding. Id.
ORDER
IT IS THEREFORE ORDERED that the Petition to Intervene filed by Qwest
Corporation is hereby granted.
IT IS FURTHER ORDERED that all parties in this proceeding serve all papers
hereafter filed in this matter on all parties of record. This Intervenor is represented by the
