On September 8, 2003 , Citizens Telecommunications CompanyofIdaho (Citizens) filed
a request for a new Certificate of Public Convenience and Necessity to reflect the previous
acquisition of certain exchanges from GTE Northwest Incorporated (GTE). Citizens requested that a
new certificate be issued for Citizens Telecommunications Company of Idaho dba Frontier
Communications of Idaho.
In Order No. 25219, the Commission approved the 1993 sale of 18 GTE exchanges
serving approximately 14 000 customers situated throughout central and southern Idaho to Citizens.
These exchanges included Aberdeen, Carey, Cascade, Donnelly, Elk City, Fairfield, Garden Valley,
Homedale, Horseshoe Bend, Marsing, McCall, New Meadows, Parma, Riggins, Springfield, Sweet
White Bird, and Wilder. The Commission also approved the transfer of GTE's Certificates of Public
Convenience and Necessity to Citizens. Order No. 25219 at 7 -8. Because neither Staff nor Citizens
have been able to locate a specific Certificate issued to GTE, it is unclear if a Certificate existed such
that it could have been transferred to Citizens. In any event, Citizens does not currently hold a paper
Certificate evidencing its right to serve these exchanges as was contemplated by the Commission in
Order No. 25219.
Based on our review of the Application and the Commission s files, we find that it is
reasonable to clarify this recordkeeping matter by issuing Citizens a new Certificate of Public
Convenience and Necessity that reflects its acquisition of the 18 GTE exchanges. The Commission
also finds it is reasonable to perform this administrative function without initiating a public hearing.

ORDER
IT IS HEREBY ORDERED that Citizen s request for issuance of a new Certificate of
Public Convenience and Necessity is granted. The name of the Certificate s corporate holder shall
be listed as Citizens Telecommunications Company ofIdaho dba Frontier Communications ofIdaho.
IT IS FURTHER ORDERED that Citizens modify its price lists, tariffs or otherrelevant
documents to reflect the corporate holder name approved in this Order.
THIS IS A FINAL ORDER. Any person interested in this Order (or in issues finally
decided by this Order) or in interlocutory Orders previously issued in this Case No. CTC- T -03-2 may
petition forreconsideration within twenty-one (21) days ofthe service date ofthis Order with regard
to any matter decided in this Order or in interlocutory Orders previously issued in this case. Within
seven (7) days after any person has petitioned for reconsideration, any other person may cross-
petition for reconsideration. See Idaho Code 99 61-626 and 62-619.
