HomeMy WebLinkAbout20090511_2562.pdfDECISION MEMORANDUM TO:COMMISSIONER KEMPTON COMMISSIONER SMITH COMMISSIONER REDFORD COMMISSION SECRETARY LEGAL WORKING FILE FROM:TJ GOLO DATE:MAY 5, 2009 RE:MODIFICATION TO IDAHO POWER'S SCHEDULE 23 - IRRIGATION PEAKS REWARDS PROGRAM; TARIFF ADVICE NO. 09- On April 14, 2009 , Idaho Power ("Company ) proposes additional language to the existing Schedule 23 , Irrigation Peaks Rewards Program ("Program ), tariff sheets to describe how the Company may prorate the number of days during the months of June and July to equitably calculate participants ' Bill Credit , Demand Credit, Energy Credit and opt-out option. Staff reviewed the proposed changes and found that those changes do not result in any reductions in financial incentives paid to participants. The proposed changes ensure that the Company pays for load reductions occurring during the months of June and July as intended. Staff believes the proposed changes are minor modifications that provide clarification to the tariff and the Program. The additional language ensures that the participating customer will receive financial incentive that will be applied to their monthly bill for usage that occurs during the duration of the program in the months of June and July. Without the additional language, the Company might give financial incentive to the participating customers for usage in their June and July bills which do not necessarily reflect the actual usage that occurs during the months of June and July. STAFF RECOMMENDATION Staff recommends approval to the proposed modifications in Idaho Power s Schedule 23 - Irrigation Peaks Rewards Program with an effective date of May 15 2009.
