On February 15, 2022, Clear Rate Communications, Inc. (“Company”) filed a request
to change the company name on its Certificate of Public Convenience and Necessity (“CPCN”) to
“Clear Rate Communications, LLC.” The Company provides resold and non-facilities based local
exchange service utilizing the facilities of incumbent local exchange carriers under Certificate No.
534 as “Clear Rate Communications, Inc.” The Company has asked the Commission to update the
CPCN to reflect the Company’s new name. With this Order, we grant the Company’s request.
BACKGROUND
In 2020, the Commission issued CPCN No. 534 to Clear Rate Communications, Inc.,
a Michigan corporation.
The Company notified the Commission that, on September 30, 2021, the control of
Clear Rate Communications, Inc. was transferred to Clear Rate Holdings, Inc. (“Holdings”). The
Company also notified the Commission that it was converted from a Michigan corporation to a
Delaware limited liability, Clear Rate Communications, LLC that is now a wholly-owned
subsidiary of Holdings. The Company included in its Application a copy of the Amendment of
Foreign Registration Statement with the Idaho Secretary of State’s office. A Certificate of
Amendment was issued by the Idaho Secretary of State on October 22, 2021. The Company also
attached a replacement tariff reflecting the name change to the Application.
Commission Staff reviewed the Company’s Application and supporting documentation
and recommended that the Commission amend CPCN No. 534 to reflect the name change to Clear
Rate Communications, LLC.
FINDINGS
Based on our review of the Company’s filing and Staff’s recommendation, the
Commission finds it appropriate to amend CPCN No. 534 to reflect that the Company has changed
its name to Clear Rate Communications, LLC.

O R D E R
IT IS HEREBY ORDERED that CPCN No. 534 is amended to reflect that the CPCN
holder’s name is Clear Rate Communications, LLC. An amended CPCN shall be issued to reflect
the new name.
THIS IS A FINAL ORDER. Any person interested in this Order may petition for
reconsideration within twenty-one (21) days of the service date of this Order. Within seven (7)
days after any person has petitioned for reconsideration, any other person may cross-petition for
reconsideration. See Idaho Code § 61-626.
