On January 19,2018,Comcast Phone of Idaho,LLC ("Comcast Phone")filed an
Application with the Commission,pursuant to Procedural Order No.32277 and IDAPA
31.01.01.114,for registration as a wholesale provider of telecommunications service in Idaho.

NOTICE OF APPLICATION
YOU ARE HEREBY NOTIFIED that Comcast Phone is a limited liability company
organized in the State of Delaware and lists its principal place of business as Philadelphia,
Pennsylvania.Id.In May 2016,Idaho's Secretary of State certified that Comcast Phone is
authorized to transact business in Idaho as of May 24,2016.Id.;Exhibit A.Comcast Phone lists
CT Corporation Services,921 S.Orchard St.,Suite G,Boise,Idaho 83705,as its registered agent
in Idaho.Id.at 2.
YOU ARE FURTHER NOTIFIED that Comcast Phone is seeking authority to
provide wholesale local telecommunications services within the State of Idaho.Id.at 1.
Comcast Phone states that it has already negotiated an interconnection agreement with Qwest
Corp.d/b/a CenturyLink,which was filed with this Commission on August 10,2017,and
approvedon August 24,2017.See Order No.33855;Case No.QWE-T-17-02.
YOU ARE FURTHER NOTIFIED that Comcast Phone states that it will comply with
all applicable Idaho laws and Commission Rules applicable to competitive wholesale providers
of local telecommunication services and,if it obtains numbering resources in Idaho,will be
subject to all applicable numbering conservation measures.Id at 3.

YOU ARE FURTHER NOTIFIED that the Commission has determined that the
public interest may not require a formal hearing in this matter and will proceed under Modified
Procedure pursuant to Rules 201 through 204 of the Idaho Public Utilities Commission's Rules
of Procedure,IDAPA 31.01.01.201 through 204.The Commission notes that Modified
Procedure and written comments have proven to be an effective means for obtaining public input
and participation.
YOU ARE FURTHER NOTIFIED that any person desiring to state a position on this
Application may file a written comment in support or opposition with the Commission within
twenty-one (21)days from the service date of this Notice.The comment must contain a
statement of reasons supporting the comment.Persons desiring a hearing must specifically
request a hearing in their written comments.Written comments and reply comments concerning

pursuant to the Commission's jurisdiction under Title 62 of the Idaho Code and specifically
Idaho Code §§62-604 and 62-622.The Commission may enter any final Order consistent with
its authority under Title 62 and Commission Rule 114,IDAPA 31.01.01.114.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be
conducted pursuant to the Commission's Rules of Procedure,IDAPA 31.01.01.000 et seq.

IT IS HEREBY ORDERED that Comcast's Application for registration as a
wholesale provider of local telecommunications services in Idaho be processed by Modified
Procedure,IDAPA 31.01.01.201-204.Persons interested in submitting written comments in this
matter should do so no later than twenty-one (21)days from the service date of this Order.
