Dear Ms. Hanian:
Comcast Phone of Idaho, LLC ("Comcast Phone"), hereby withdraws the "Appeal of
Denial of Numbering Resources" it filed with the Commission on December 15,2017
("Appeal").
Pursuant to the "safety valve waiver" process established by 47 C.F.R. $ 52.15(g)(4), the
Appeal sought Commission reversal of the decision by the Telephone Number Pooling
Administrator that denied Comcast numbering resources in Idaho. Instead of pursuing the
Appeal, however, Comcast will apply for registration as a wholesale provider of
telecommunications services in ldaho, pursuant to Procedural Order No.32277, and will obtain
numbers pursuant to that authority. Comcast's application for registration is being filed
concurrently with this withdrawal.
Consistent with IDAPA 31.01.114.14, once it is registered to provide service, Comcast
will comply with telephone numbering conservation measures including mandatory one thousand
(1,000) block pooling as required by Commission Order No. 30425. Comcast will carefully
manage its use of numbering resources and donate to the numbering resource pool unused one
thousand (1,000) number blocks and one thousand (1,000) number blocks that have fewer than
ten percent (10%) of the telephone numbers assigned. Comcast will also file the necessary
utilization reports with NeuStar and semi-annual report their number resource utilization/forecast
NRI.TF) data at the one thousand (1,000) block level for each rate center that it serves. Finally,
Comcast notes that any phone numbers allocated to it will be used by its wholesale customers
and ultimately by the consumers of Idaho.
