On January 31 , 2006, Cox Idaho Telcom, LLC ("Cox" or "Company ) filed an
Application for a Certificate of Public Convenience and Necessity (CPCN) to provide facilities-
based basic local exchange service in the Idaho communities of Ketchum, Sun Valley, Hailey
and Bellevue. On March 6, 2006, the Commission filed a Notice of Application and Modified
Procedure requesting comments on the Application from any interested persons. No comments
were received other than those filed by Staff.
THE APPLICATION
In the Application, Cox states that it is a competitive telecommunications company
that proposes to provide facilities-based local and toll telecommunications to residential and
business customers in the Idaho communities where it currently holds cable franchises. On
March 9, 2006, the Commission approved an Interconnection Agreement between Cox Idaho
Telcom, LLC and Qwest Corporation.
Cox is a wholly-owned company of CoxCom, Inc., a subsidiary of Cox
Communications, Inc. Cox is a Delaware limited liability company with a principal place of
business in Ketchum, Idaho. The Company has a Certificate of Good Standing issued by the
Delaware Secretary of State on December 3 , 2004, a Certificate of Registration as a Foreign
Limited Liability Company issued by the Idaho Secretary of State on January 24, 2006 and a
Certificate of Existence issued by the Idaho Secretary of State on January 26, 2006. Financial
data provided in the Application included a balance sheet and consolidated statements for the
period ending December 31 , 2000 for Cox Communications, Inc., an indirect, wholly-owned
subsidiary of Cox Enterprises, Inc., a multi-service broadband communications company serving
approximately 6.6 million customers nationwide. The Company has provided the appropriate
contact information for its registered agent for service of process within Idaho.

ST AFF COMMENTS
Staff reviewed the Application submitted by Cox and stated in its comments that
Staff believes the Company understands and agrees to comply with the Commission rules and
requirements. Based on this review, the Company s filing fulfills the requirements of the
Commission Rules and Procedural Order No. 26665. Staff believes that the Company possesses
the requisite financial, managerial, and technical qualifications necessary to operate as a provider
of telecommunications services. Therefore , Staff recommended Commission approval of the
Application for a Certificate of Public Convenience and Necessity.
COMMISSION FINDINGS
Based upon our review of the filing and the record in this case, the Commission finds
that Cox s filing satisfies the requirements of the Commission s Rules and Procedural Order No.
26665. Thus, we approve Cox s Application for a Certificate of Public Convenience and
Necessity to allow the Company to provide facilities-based basic local exchange service in the
Idaho communities of Ketchum, Sun Valley, Hailey and Bellevue.
ORDER
IT IS HEREBY ORDERED that Cox Idaho Telcom, LLC is granted a Certificate of
Public Convenience and Necessity to provide competitive telecommunications services within
the state ofIdaho.
THIS IS A FINAL ORDER. Any person interested in this Order may petition for
reconsideration within twenty-one (21) days of the service date of this Order with regard to any
matter decided in this Order.Within seven (7) days after any person has petitioned for
reconsideration, any other person may cross-petition for reconsideration. See Idaho Code g 61-
626.
