COL-T-21-02 NOTICE OF SUSPENSION OF PROPOSED EFFECTIVE DATE ORDER NO. 35268 On December 10, 2021, Columbine Telephone Company, Inc. (“Company”) applied for authority to guaranty a loan in an amount not to exceed $6,000,000 in favor of the Rural Telephone Finance Cooperative (“RTFC”) guaranteeing payment to the Company’s parent company, Horizon Communications, Inc. The Company requested an expeditious action under IPUC Rule of Procedure 145 and asked that the Commission issue an order approving the Guaranty on or before December 27, 2021. On December 21, 2021, at the Idaho Public Utilities Commission Decision Meeting, Staff recommended that the Company’s proposed effective date be suspended to January 10, 2022, in accordance with Idaho Code § 61-622. Staff noted that while it intended to process this case expeditiously, an order date of December 27, 2021, was unreasonable. Having considered Staff’s recommendation, we now issue this Order suspending the Company’s proposed effective date of December 27, 2021 until January 10, 2022. NOTICE OF SUSPENSION OF PROPOSED EFFECTIVE DATE YOU ARE HEREBY NOTIFIED that the Commission finds it appropriate to suspend the Company’s proposed effective date of December 27, 2021, until January 10, 2022, unless the Commission issues an earlier order accepting, rejecting, or modifying the Settlement. See Idaho Code § 61-622(4). O R D E R IT IS HEREBY ORDERED that the Company’s application shall be processed within thirty (30) days of the date of the Company’s date of application pursuant to Idaho Code § 61-904. NOTICE OF APPLICATION NOTICE OF MODIFIED PROCEDURE ORDER NO. 35268 2 IT IS FURTHER ORDERED that the Company’s proposed effective date of December 27, 2021, is suspended until January 10, 2022, unless the Commission issues an earlier order accepting, rejecting, or modifying the Settlement. See Idaho Code § 61-622(4). IT IS FURTHER ORDERED that parties should continue to comply with Order No. 35058, issued June 3, 2021. All pleadings should be filed with the Commission electronically and shall be deemed timely filed when received by the Commission Secretary. See Rule 14.02. Service between parties should also be accomplished electronically. Voluminous discovery-related documents may be filed and served on CD-ROM or a USB flash drive.
