IN THE DRIGGS,IDAHO RATE CENTER; CASE NO. COL-T-19-0r.
BACKGROUND
On May 27,2019, the Commission received a Petition for a Safety valve waiver of
numbering resource guidelines from Columbine Telephone Company, Inc. Staff contacted the
Company regarding its petition and instructed the company on how to refile. On June 6,2019,
the Company resubmitted its petition with the proper documentation following Somos' denial of
the Company's Application for additional numbering resources in the Driggs, Idaho rate center.
In this Petition, Columbine asserts that on May 24,2019, it had requested a full NXX and Local
Routing Number (LRN) be opened for switch and trunking upgrades in its Driggs rate center.
Columbine states that the Somos Application was denied due to the "Months to Exhaust"
(MTE) calculation for the rate center. According to the report, the MTE for the Driggs rate
center exceeds the FCC guidelines.l
STAFF ANALYSIS
Staff has reviewed the request for the Safety Valve waiver of the "months to exhaust"
threshold requirements and believes its request is reasonable for Columbine's business plan to
upgrade facilities for the consumers of the Driggs valley.
I To be assigrred an additional thousands-block (NXX-X) for growth, "Months to Exhaust" must be less than or
equal to 6 months. (FCC 00-104, Section 52.15 (g)(3)(iii)).

RECOMMENDATION
Staff recommends that the waiver request for the full NXX-LRN be granted with the
caveat that any unused numbers be returned to the pooling administrator.
